Abstract
To make a serious dent in delinquency, we must shift our focus from problem-focused (numerator) approaches to universal (denomina- tor) approaches. If young people are to develop attachments to society and to societal norms, they must be provided opportunities to participate, learn, earn, and serve their community and their country.
