本文梳理了改革开放40年来中国技术创新实践的景观,将其描述为“四阶段攀登”,即“学习-引进-供给阶段”(LIS阶段)、“引进-模仿-改进阶段”(III阶段)、“整合-促进-创造阶段”(IBC阶段)和“创新-迭代-促进阶段”(IIP阶段)。并阐述了各阶段的背景和具体的创新模式。在此基础上,着重分析了40年来中国技术创新实践的主要特点、基本经验和主要教训。本文认为,随着创新驱动发展的深入,特别是在国家和行业所重视的“创新引领发展”领域,现阶段迫切需要更加关注以下问题:首先,在国际治理可能重构的背景下,国际创新竞争与合作机制可能发生的变化;二是科技时代领先型科技创新的发生和实现机制,国家创新生态系统的结构机制和体制机制,以及未来科技创新主体和技术创新主体在国家创新生态系统中应该处于的生态位;“科技型产业”的创新发展机制;最后是中国语境下创新与发展研究的逻辑建构。
