It is clear that the face-to-face learning system changes to an online system. The Language Center of Telkom Institute of Technology Purwokerto has also reformed the method of procuring the TOEFL test, namely by developing an English Competency Test (ECT) application. This study aims to measure the Quality of Service (QoS) of the network during the online test process and to analyze it with measurement parameters such as throughput, delay, and packet loss. The object of research is to take the user's network condition in real time with general problems such as the unstable network that causes disruption during the online test. The goal is that we know how much bandwidth usage, the number of packets lost and the waiting time in the data exchange process on the network. Students take the exam with a time span of 115 minutes with a composition of 3 parts consisting of listening, structure and reading. Retrieval of data takes the network conditions used by users in various places directly totaling 150 users and 1 admin in the implementation of the ECT application. The results obtained are that the use of performance from the user / student side is greater than when measured from the admin side with the greatest bandwidth of 7968 bps throughput, 1665.5 ms delay, and 7.3% packet loss.
