Since its establishment, ministerial meetings have been convened to discuss the zone’s evolving agenda, which has focused on maintaining peace, building diplomatic and defence cooperation between its twenty-four member states, and encouraging development in the South Atlantic region. This article examines Brazilian diplomatic and defence interests in the South Atlantic, providing an analysis of sections in Brazil’s official defence documents (1994–2020), pertaining to the ZOPACAS, South-South cooperation, development and regional security.
