Findings The results showed that the organizational innovation model with an emphasis on lean human resources management approach has 156 indicators and 8 subcategories along with the lean innovation capabilities category, these subcategories are: lean human resources recruitment, supply and adjustment system, Lean human resource improvement system, lean human resource maintenance system, lean human resource application system, utilization of technology, organizational culture, organizational structure and policies and programs. In the following, all the dimensions, components and indicators of the three main dimensions are described; The enablers of lean innovation, the facilitators of lean innovation and the capabilities of lean innovation were summarized and purified. Abstract

Purpose Designing an Organizational Innovation Model with an Emphasis on the Approach of Lean Human Resources Management: The Case of Selected Municipalities of Mazandaran province.
