Abstract
Policy decision is an external driving factor for cyclic economy. Under the perspective of global value chain, the subjects of the interested parties are the cyclic economy enterprises and the government is responsible for supervision. In the development process of enterprises, the cyclic economy industry cluster development mode is the important link for development, which has an important position in the environmentally-friendly and resource conservation development goal of Chinese economy, and is among the urgent problems which need to be solved. This paper, based on the game analysis method, establishes the model for the relationship between enterprise and government under the cyclic economy industry cluster development mode, and conducts game analysis on the cyclic economy innovation process under the driving of the government thus to research the relationship between the cyclic economy enterprise and the government responsible for supervision under the cyclic economy development mode from the perspective of theory. Finally, it, based on the model establishment and analysis result, puts forward reasonable suggestions on strengthening the cyclic economy industry cluster development.
