This research is a fenomenology qualitative research. The research data were obtained through in-depth interviews with 2 sociologists and public policy experts, and 1 official from Padang City Transportation Agency.The interactive analysis model developed by Miles and Huberman (1992) was used to analyze the data. This study found that character & capacity building, leadership, technology, and rule of law are key success factors that must be needed for successful implementation of parking meters system in Padang city.
