A database is consequently generated, consisting of records used to accurately identify the lawbreaker. This paper aims to explain the ways of automatic detection of motorcyclists without helmet and sending messages to the detected individuals. The proposed system in this study aims to extract the vehicles’ plate numbers from the RTO website, using the vehicles’ plate numbers by means of captured images. After getting the required information, the corresponding mobile numbers that embody the needed details of the detected people are used. Abstract
