Coalbed Methane Price Support Policy and Its Implications: Experience from Shanxi Province in China

Abstract

As an important carrier of China’s energy production and consumption revolution, coalbed methane (CBM) price reform has always been the focus of national attention. One third of China’s CBM reserves are in Shanxi province. And in order to optimize the utilization of CBM resources, a series of price support policies, including price reform policy, tax and dues reform policy and fiscal subsidy policy, were implemented by government of Shanxi province. This paper mainly discusses the experience and problems of these price support policies, so as to provide references for China to improve CBM price policy.
