It supports managers and executives to clearly identify and present incomplete or inconsistent values in their information systems and as a result, minimises and eliminates the risk associated with decisions based on poor data. Despite the important of data quality assessment, limited research has been carried out on assessing the completeness and consistency of the data. Researchers and practitioners usually apply error ratio metric to calculate the defective or integrative data. However, this approach is not sufficient in term of providing a complete quality assessment since error ratio can be randomly distributed across databases. This study will introduce a decision rule method for providing a comprehensive quality assessment.
