It is of great significance to study a set of reasonable and comprehensive evaluation model for medium and long-term dynamic planning investment of distribution network to guide the accurate investment of distribution network. We employ an index system for the investment efficiency of comprehensive performance of distribution network. An optimal combined weight selection model is built based on fuzzy hierarchical clustering analysis. The information entropy and time degree theory are introduced to the expected performance evaluation model of distribution network planning for establishing the dynamic yardstick evaluation method based on data envelopment analysis.
