In this light, this paper proposes an intelligent traffic management system for the provision of a dynamic, in real-time fleet navigation service at large scale. The framework collects all available contextual information generated \"on the road\" and uses a multi-layer, distributed, hierarchical middleware, for optimizing traffic flows in a cellular fashion.
