Responsible Urban Regulation in Flood Zones, Flooding as Part of ESG-Policy

Постановка задачи.Формирование ESG-ответственного поведения участников градорегулирования позволяет решать актуальные вопросы в зонах затопления и подтопления. Целью работы является формирование ESG-подхода к проблеме ответственного градорегулирования в зонах затопления и подтопления, рассмотрение документов международных организаций и объединений, связанных с устойчивым развитием и ESG-принципами, нормативно-правовых актов Российской Федерации, а также определение субъектов правоотношений и выявление проблем, связанных с реализацией ESG-проектов. Результаты. Определены основные проблемы реализации ESG-подхода в зонах затопления, подтопления, решение которых позволит нивелировать негативные последствия на этих территориях и будет способствовать ответственному поведению субъектов градорегулирования. Выводы. Соблюдение принципов устойчивого развития и применение ESG-подхода к ответственному градорегулированию в зонах затопления, подтопления требует совершенствования управленческих и организационных подходов и инициативы по совершенствованию нормативно-правового регулирования с учетом ESG-принципов. Выбранный вектор на устойчивое развитие будет способствовать социально-экономическому развитию региона и формированию благоприятных условий жизнедеятельности населения. Statement of the problem. The formation of ESG-responsible behavior of participants in urban regulation allows one to solve topical issues in areas of flooding and flooding. The aim of the work is to form an ESG approach to the problem of responsible urban regulation in areas of flooding and flooding, to consider documents of international organizations and associations related to sustainable development and ESG principles, regulatory legal acts of the Russian Federation and to identify the subjects of legal relations and problems associated with the implementation of ESG projects. Results. The problems of implementing the ESG approach in the areas of flooding, flooding, the solution of which will mitigate the negative consequences in these territories and promote responsible behavior of subjects of urban regulation, are identified. Conclusions. Compliance with the principles of sustainable development and the application of the ESG approach to responsible urban regulation in areas of flooding, flooding call for improvement of management and organizational approaches and initiatives to improve regulatory regulation taking into account the ESG principles. The chosen vector for sustainable development will contribute to the socio-economic development of the region and create favorable living conditions for the population.
