In 1946, the World Health Organization (WHO) proclaimed that the highest success of a goal of public health standards was success in the treatment of HIV/AIDS as a fundamental issue of human rights. According to the last data of November 2019, Bali was ranked in the top five cases of HIV/AIDS with the number of PEOPLE with HIV/AIDS reaching 22,034 people. Of the number of cases nationally, Bali ranks number five after DKI Jakarta and West Java, even if reviewed from the average percentage compared to the population, Bali ranks in the top two nationally after Papua. The data when compared to the previous two years data is very different, where in 2017, Bali is still ranked sixth nationally. This article reviews Factors that affect the application of the legal system in preventing the transmission of HIV / AIDS in Bali Province. This research is a normative juridical research. Designed using the statute approach and conceptual approach. The results showed that Factors that affect the application of the legal system in preventing the transmission of HIV / AIDS in Bali Province are Multi-interpretation due to conflict  norms in various cases about HIV/AIDS in Indonesia.. 摘要

艾滋病毒/艾滋病问题作为一个与公共卫生有关的人权问题,原则上已成为国际公共卫生法的一个讨论话题。1946年,世界卫生组织(卫生组织)宣布,公共卫生标准目标的最高成就是成功地将艾滋病毒/艾滋病作为一个基本人权问题加以治疗。根据2019年11月的最新数据,巴厘岛是艾滋病毒/艾滋病病例最多的五个国家之一,感染艾滋病毒/艾滋病的人数达到22,034人。在全国范围内,巴厘岛的病例数排名第五,仅次于DKI雅加达和西爪哇,即使从与人口相比的平均百分比来看,巴厘岛在全国排名前两位,仅次于巴布亚。与前两年的数据相比,这一数据有很大不同,2017年,巴厘岛仍排名全国第六。本文综述了影响巴厘省预防艾滋病毒/艾滋病传播法律制度适用的因素。本研究是一项规范性的法学研究。使用法规方法和概念方法进行设计。结果表明,由于印尼各类艾滋病案例的冲突规范,影响巴厘岛省预防艾滋病传播法律制度适用的因素是多重解释的。但是,需要立即制定改进措施或在《巴厘省长条例》中加以阐明,以便在艾滋病毒/艾滋病预防方面从根本上更加协同,特别是其传播管理和消除,即2014年《巴厘省第6号儿童保护区域条例》;《巴厘省关于土著村庄的第4/2019号地方法规》和《巴厘省关于预防艾滋病毒/艾滋病的第3/2006号地方法规》,以及对有关法律法规的调整。关键词:艾滋病;法律制度适用;巴厘岛
