Integration is accomplished by linking the classes of systems engineering problems encountered in developing technical requirements and specifications with the use of modeling and simulation to address these problems. The paper is organized as follows. After a brief introduction, the DoD space acquisition process is reviewed. In addition, the acquisition problems to which MS&A is applied are developed and described. Next, the structure and use of these problems in the acquisition process and a corresponding MS&A methodology are presented. Finally, the document summarizes the past trends in applying modeling and simulation to support DoD acquisitions and contrasts it with the emerging trends in supporting future capability-based acquisitions.
