Introduction of the public servant system with all features of contemporary public servant related legislation was a necessity that accompanied overall reform of the public administration in Serbia. The process of introducing human resources management function in the Serbian public administration has been encumbered with application of two different legal models that define the status of public servants: public servant related legislation is applied to employees in executive branches of the central government (ministries, government departments and offices), and the status of employees in city and municipal administrations is stipulated in obsolete laws, adopted over 20 years ago. It should be noted that employees in public sector are still prone to old habits in their work, which altogether reduces successful reforms in this area. This paper provides a description of the current state of affairs and opens certain questions: whether the modern human resources (HR) management in Serbia’s public sector is understood and accepted in the right way; and whether it is possible, by means of applying specific methods, to strengthen awareness of public employees concerning their actual position and responsibility to establish a new public administration, adjusted to the citizens’ needs, requirements and expectations. 摘要

塞尔维亚共和国公共行政部门的人力资源管理是欧洲行政领域的良好做法和过渡前时期遗留下来的陈规定型观念的综合模式。引进具有当代公务员立法所有特点的公务员制度是塞尔维亚公共行政全面改革的必然结果。在塞尔维亚公共行政中引入人力资源管理职能的进程受到两种不同法律模式的妨碍,这两种法律模式界定了公务员的地位:与公务员有关的立法适用于中央政府行政部门(各部、政府部门和办事处)的雇员,而城市和市政管理部门雇员的地位则由20多年前通过的过时法律规定。应该指出的是,公共部门的雇员在工作中仍然容易出现旧习惯,这总体上减少了这一领域改革的成功。本文提供了对现状的描述,并提出了一些问题:塞尔维亚公共部门的现代人力资源管理是否以正确的方式被理解和接受;能否通过具体的方法,加强公职人员对自身实际地位和责任的认识,建立适应公民需要、要求和期望的新型公共行政。凭借在这一领域长达十年的个人参与,作者分析了当前的情况,并提供了关键的评论和建议。
