Firstly, the FSR network based on the global navigation satellite system (GNSS) is constructed, and the basic conditions that constitute forward scattering are analyzed. Then, considering the satellite motion, a dynamic echo model is given. Finally, the influence of target parameters on the echo characteristics is analyzed by simulation.
