摘要

基于集成产品开发、项目组合管理和阶段门的最佳实践理论,建立了面向航空企业的多项目组合管理系统。该系统对航空企业的适用性涉及航空企业组织结构和项目管理业务流程两个方面的特点。该系统既包含单个项目管理功能,也包含多个项目管理功能,既提供了顶层规划和过程管理的环境,又实现了产品开发过程中活动的协调和动态控制。同时实现了不同项目、不同项目阶段的资源平衡、进度控制、阶段审计和质量控制。应用表明,该系统能有效提高航空复杂产品开发的流程和管理能力。
