In the deregulated market, congestions are encountered with higher frequency than before. Congestion can lead to price volatility and system instability, which can deteriorate the electricity market operation. Therefore proper congestion management methods should be developed to meet the criterion of the new electricity trading mechanism. Most of published researches on congestion management were investigated without considering the demand elasticity of the load. A congestion management approach taking the demand elasticity into account is proposed in this paper. The Optimal Power Flow tool is used to determine the congestion relief action and the power transfer distribution factor matrix is introduced with the demand elasticity.
