Концептуализация международно-правового регулирования научно-технического сотрудничества

The purpose of research analysis of Chinese-Russian scientific-technical and trade cooperation in the 21st century. The comparison of the economic development of Russia and China in the past two decades was made. It is noted that at present Russia supplies to China, mainly natural and intellectual raw materials, rather than the products of deep processing or technological innovation. Develop recommendations for improving public policy and legislation in the field of Russian intellectual property to increase the economic efficiency of international cooperation. Russia is among the top ten countries in patent activity, but the growth rate of the Russian intellectual property is less than China one and the world average one. This shows the need for public policies in the protection and use of intellectual property, particularly in international markets. Increasing the number of license agreements, Chinese patents owned by Russian residents, and the joint Russian-Chinese patents will serve as an indicator of supply Russia to China products with high added value.
