摘要

本文致力于研究乌克兰国家层面法律行为中恐怖威胁信息构成部分的法律确定。分析了《2020年乌克兰国家安全战略》、《2016年乌克兰安全和国防部门发展构想》、《2016年乌克兰网络安全战略》、《2021-2025年乌克兰网络安全新战略》项目、《2019年乌克兰反恐构想》和《实施乌克兰反恐构想行动计划》。需要指出的是,在信息领域实现恐怖主义威胁可能是通过以下方式实现的:在网络空间进行具有社会危害性的恐怖活动;武装部队与有组织犯罪集团的互动活动以及使用恐怖主义手段作为混合战争的一种表现;利用现代信息和通信技术,通过入侵关键基础设施技术流程的自动控制系统进行恐怖活动;实施与信息基础设施有关的网络恐怖主义行为;恐怖组织利用网络空间为恐怖主义融资;对信息基础设施实施网络恐怖主义行为。在全国范围内,恐怖主义网络攻击的优先对象是固定的(核电设施,供电管理系统,战略原材料的存储,供水系统,化学和生物物体)。
