This panel session explores the key technical, economic, and IT challenges that will need to be solved to fully deploy DR at the wholesale and retail levels: • What are the costs and benefits for implementing DR programs? • Can demand-side management be economically justified for residential, commercial, and industrial customers? • Can DR resources be used to provide operating reserves to back up wind resources? • Can utilities manage their own DSM programs?
