Impact of Information Technology Capabilities of Government: Case Study From OKU Regency
The rapid advance in information and communication technology development has greatly facilitated the development of electronic government worldwide. This can be seen from the various applications of information technology in government agencies, including measuring electronic performance (e-kinerja). E-kinerja is a performance assessment for state civil servants which is carried out electronically or on a website. This study aims to evaluate IT capability owned by state civil servants in the use and utilization of e-kinerja applications on the performance of civil servants implemented in Ogan Komering Ulu Regency. A survey is used in this research to collect data in whole government agencies, Ogan Komering Ulu Regency. The research findings indicate that there are six indicators on the dimensions of IT infrastructure capability that encourage human resource success in using e-kinerja, namely, interconnectivity, flexible, real-time, transparent, intensive, and the old system. Furthermore, the IT personal capability dimension consists of cross-trained, expert, skill, know about product, key factors, and understand the environment. The last dimension is IT management capability which consists of update, evaluation, contribution, manage, trust and share freely. Therefore, the research findings can help the government to encourage the improvement of the performance of the state civil apparatus in providing the public service to citizen of the Ogan Komering Ulu Regency
