This paper investigates the basic tradeoffs and decision processes involved in cyber targeting and proposes a simple game theoretic model for cyberspace targeting to support operational plan. Then an optimal targeting strategy decision algorithm applying the game theoretic model is developed. The key component of this game theoretic model is its ability to predict equilibrium.
