The EU favors competitive market structures to combat climate change, and the EU Green Deal sets ambitious targets for renewable energy consumption. These variables establish grounds for legitimacy among EU members in the face of Russian dominance of the EU energy market. However, as discussed in this paper, the Russian government’s main strategy to counter this opposition from the EU side is to circumvent the EU’s institutional arrangements through its relations with Turkey.
