These problems include lack of awareness of the current situation, lack of information method to manage on-site resource as well as inefficient coordination and communication etc. In order to meet the requirements of the construction of an integrated disaster rescue team, and improve the efficiency and effect of life search and rescue, it is necessary to develop a portable command and control platform. In this study, portable devices are used to develop a 3-tier command platform for on-site search and rescue team. The platform integrates and manages the disaster data, search and rescue resources data and search and rescue operations data. By accessing to other equipment such as drone to realize the integrated management of life search and rescue process; The platform could be helpful to improve the working efficiency of life search and rescue team, and is conducive to improve the level of information during disaster life search and rescue process.
