现代新型电子政务系统包括:“行政决策系统”、“行政执行系统”、“行政监督系统”。本文通过研究构建了电子政务系统的功能模型,并在此基础上对电子政务的安全管理,特别是电子政务的权限和数字签名进行了研究。为构建方便、安全、可信的新型电子政务系统奠定了理论基础。
