By capturing and modelling the on-campus tutor knowledge into a virtual tutor for teaching and assessing practical skills of engineering distance learners. The research proposed and developed a knowledge based educational framework (KBEd). The experimental result conducted from the subject experts using the proposed prototype has demonstrated a great potential.
