International experience of forming economic mechanisms of attracting small businesses to public purchases

The problems of small business working in public procurement markets are discussed. Different approaches and tools developed by countries to solve common problems of small business in the field of public procurement are compared. A tendency to transfer the main weight from preferences to the removal of barriers impede small businesses to work on the public procurement market is identified.
