Therefore, the ability to respond in a short time is required. However, there is no study examining the integrated command system and coordination of disaster and disaster management and cooperation in disaster governance in the social welfare area. Therefore, this study analyzed the emergency care service of the Seoul Social Service Center. The purpose is to prepare basic data to prepare for new infectious disease disasters that will reappear in the future. At the same time, it is meaningful that the social implications were analyzed. Topics derived from specific research results include institutional and policy attempts and efforts to establish an emergency care system, the role of a control tower for emergency care services, and achievements and future tasks of emergency care services. The social implications analyzed based on the derived themes are that the public care sector recognizes its responsibility and role in preparing a safety protection system for the vulnerable class and establishes an emergency care system, and communication channels for effective operation of emergency care services. and that it played a role of cooperating and coordinating with related organizations.
