An integrated approach of the author to research of problems of formation and evolution of a health care system, its staffing, activity of authorities and the public in fight against epidemics and social diseases, features of sanitary and hygienic work, adaptation of pharmaceutical service to real conditions of Eastern Siberia in the 1920th, participation in public health care of the region of the Russian society of the Red Cross is noted. The analysis of an historical basis of the monograph and to definition by the author of degree of study of a problem is given.
