摘要

安全是电子政务系统良好运行的基础,但安全目标的实现依赖于电子政务系统建设和维护过程中各种财政和人力资源的投入。电子政务系统安全投资具有不确定性、高风险、强依赖性、持久性等特点。本文首先运用SSA分析方法对电子政务系统的生存性进行了分析,给出了生存性图,然后运用多属性决策方法给出了电子政务系统的安全投资策略。
