The growing number of cloud federation to provide cloud services has made service selection a complex task due to varied nature of parameters like price, QoS and trust of different federations. In this context, formal decision making methodology is required to find the best federation which can deliver a services with high QoS and trust in a cost effective way. The proposed model conducts a multi-criteria decision analysis to select best cloud federation in specific time period in accordance with user preference over each parameter.
