Adopted signalized intersection theory and on the foundation of existing delay research, the paper has further divided three traffic conditions of under-saturated, critical-saturated and over-saturated into six traffic situations and then the paper has inferred the corresponding approach delay formulas for each of them. The paper has also analyzed selecting term for choosing approach delay formulas and has established the approach delay model of signalized intersection. After that, the paper has inferred intersection delay formulas of signalized intersection with three phase controlled under different traffic conditions, then, the paper has proposed a calculating method for intersection delay under signal control, that is: it should choose the corresponding approach delay formula to calculate approach delay of every intersection approach based on different traffic conditions, different signal phase sequence and the number of queued vehicles at the beginning of signal cycle, and then sum up all approach delay to get intersection delay.
