The team which we first studied (team A) was located in a public-sector electrical power research institute. The second team (team B) was the R&D unit of a private-sector company which manufactures and sells electrical equipment such as motors, generators, and transformers. Using qualitative methodology, we developed a process model of the ineffectiveness of team A.
