This report contains eighty-two specific recommendations dealing with such issues as the role of the provincial government, building codes, municipal approval and inspection process, the role of developer/bmlder, roles of the architect, engineer, labor force, warranty programs, CMHC and federal government, financial institutions, management compames, and the legal system.
