摘要

电子咨询的质量;权力主体不愿意让公民社会对国家事务产生真正的影响,在组织和开展电子咨询时无视法律,缺乏责任,对当局的不信任和“数字不平等”等。基于对实施电子咨询工具的国际经验的分析,改进其在乌克兰实施程序的方法,对国家法律的修改以及对中央(地区,地方)执行机构和地方政府,公共理事会和民间社会的建议,以改进电子咨询实施,运营和发展的组织和法律机制管理工具。
