摘要

在详细分析海上应急预案的基础上,建立了海上应急评价指标体系。该指标体系具有层次结构复杂、指标属性多的特点,采用改进的模糊综合评价方法对海上应急预案进行综合评价。将定性评价与定量评价相结合,提高了评价结果的可靠性和准确性1。该方法提供了定量信息,有助于管理者决策,以达到期望的安全水平,提高上海港口和水路的船舶交通效率。
