In particular, the Law of Ukraine «On Civil Service» is analyzed, as well as the «Procedure for evaluation of civil servants performance results». The purpose of the article is to systematize the principles, procedures and features of evaluating the activities of civil servants, which should help increase the effectiveness of their professional competen-cies, as well as the functioning of personnel management services in public institutions. The research methodology is based on systemic and structural-functional approaches. One of the tasks of the study is to identify the negative aspects of current legislation. It is proved that the procedure of appealing the negative conclusion of the evaluation of the performance of a civil servant needs to be clarified, as well as the algorithm of his/her dismissal in case of receiving a negative evaluation. 摘要

本文致力于研究评估乌克兰公务员活动的监管框架。特别地,乌克兰“公务员法”进行了分析,以及“公务员绩效结果评估程序”。这篇文章的目的是使评价公务员活动的原则、程序和特点系统化,这应有助于提高其专业能力的效力,以及公共机构人事管理服务的运作。研究方法以系统方法和结构功能方法为基础。这项研究的任务之一是查明现行立法的消极方面。事实证明,需要明确对公务员业绩评价否定结论提出上诉的程序,以及在得到否定评价的情况下解雇公务员的算法。分析了“A”、“B”、“С”职等公务员业绩评价的特点。
