This is understandable, because the quality of implementation of such leadership depends, among other things, on the awareness of officials of personal responsibility to the community. In modern conditions, it acquires the status of a community of mutually interested partners as a basis and prerequisite not only for the formation but also for effective and efficient government at the local level. However, our analysis shows that officials as key subjects of power in the RA, who are obliged in their daily management activities to combine the qualities of leader and leader, in most cases are still not ready for it.
