This paper proposes a method of identifying shift switch of expected failure isolation, where substation topology and complex wiring are considered. First, from the viewpoint of failure isolating effect, failure elements are classified into independent elements and element groups. Second, element group and its composition are obtained according to its structural features. Then, the method of identifying shift switches of failure isolations for all kinds of failure elements is established.
