In the Russian Federation, ensuring food security must be carried out simultaneously with the development of exports of agricultural products. The purpose of the author's research is to assess the possibilities and identify the problems of the dairy industry's participation in solving the tasks of ensuring food security and export development. The article reflects the results of a study of the dairy industry in the Siberian Federal District. Based on the indicators of domestic databases, the authors investigated the dynamics, product and territorial structure of production, export and import of dairy products for 2014-2020. The established trends, regional peculiarities of dairy products consumption are revealed, the opportunities, risks and prospects of Siberian exports are assessed from the perspective of sustainable development of the dairy industry. Based on the materials of the analysis and review of the scientific discussion on the problems of implementing the Food Security Doctrine of the Russian Federation, the authors identify the main directions of innovative development of the industry and its state support. The scientific novelty lies in the justification of the need for strategic planning of sustainable development of the dairy industry on the basis of harmonization of the goals of food supply of the population and export-oriented and import-substituting development strategies.
