The problem of climate warming today is the most urgent for all mankind. It forces the international community to take measures aimed at reducing anthropogenic activities and reducing the concentration of greenhouse gases. The initiated systematic work led to the creation in 1992 of the UNFCCC (United Nations Framework Convention) on international cooperation in the field of climate change. The results achieved led to the adoption in 2015 of the Paris Agreement, which became a new driver of low-carbon global development. At the beginning of 2020, the Paris Agreement was accepted by 188 countries and the Russian Federation was no exception. As a financial instrument for achieving the goals of the Agreement, it is recommended to create national and international systems for trading in quotas for greenhouse gas emissions.
