In this paper, we consider stealthy targeted local covert attacks, which take into account the target of the adversary explicitly and need fewer disruption resources than standard covert attacks. We show conditions when the local attack can achieve its target and simultaneously remain stealthy. The provided conditions help to analyze the CPS on potential fraud and enhance the cyber security.
