It was proposed as a quantitative research, non-experimental design, descriptive cross-sectional type. Based on a sample made up of 298 fifth grade high school students in Educational Institutions of the Chiclayo District, who applied two questionnaires, one on educational policy of citizen participation, and another on political culture. Among the results, it was observed that 39% of the students presented a low level of citizen participation, from the perspective of knowledge and participatory intervention both inside and outside the institution. Likewise, 36% showed a regular level in political culture, in relation to the cognitive aspect, and high in the affective aspect. They did not know the mechanisms that exist to participate in public affairs, but despite this they showed interest in political issues. 摘要

本研究的目的是评估公民参与正规基础教育的教育政策,目的是在芝加哥的教育机构中形成学生政治文化。它被提出为定量研究,非实验设计,描述性横断面类型。本文以芝加哥地区教育机构的298名五年级高中生为样本,采用了两份问卷,一份是关于公民参与的教育政策,另一份是关于政治文化。结果显示,从机构内外的知识和参与性干预的角度来看,39%的学生公民参与水平较低。同样,36%的人在政治文化方面表现出正常水平,与认知方面有关,在情感方面表现出较高水平。他们不知道现有的参与公共事务的机制,但尽管如此,他们对政治问题表现出兴趣。从普通基础教育开始实施公民参与的教育政策,将对芝加哥教育机构中学生政治文化的形成作出重大贡献。
