Organizational and economic mechanism for managing the development of the cultural sphere of the russian regions in the digital economy

Culture is one of the national priorities and the driver of the socio-economic development of the state and its individual regions. With this in mind, the authors of the paper consider the distinctive historical, economic, and social features that have a significant impact on the development of national culture in the regions. They justify the problems of the regional cultural sphere and the tasks that need to be solved in order to eliminate them. The authors propose an organizational and economic mechanism for managing the development of the cultural sphere of the regions as a system of forms, methods, and ways of management activity, which ensures its effectiveness, continuity, and relative independence from changing external conditions. The application of the proposed specific tools and technologies of the digital economy, in the authors' opinion, will determine the effective provision of the activities of all regional culture institutions, their promotion and promotion of cultural products at the international, national, and regional levels.
