The scheme is based upon a preventive control principle and uses a feedback control signal that is a function of the buffer occupancy level to control the source coder sampling rate. The scheme avoids congestion and enhances the statistical multiplexing effect, consequently providing a high bandwidth utilization at a specific class of service. The scheme can be applied as a traffic shaping and enforcement function.
