The purpose of this paper is to analyse how knowledge-based organisations perceive effectiveness through innovation and performance management practices. A total of 200 employees in the Indian public sector were surveyed. Hierarchical regression analysis and correlation analysis techniques were used to analyse data. Results show that performance management practices are antecedents of organisational effectiveness. It acknowledges the complexity of public sector performance management as an interface between the values placed upon public sector activities and their implementation. This gap between what is desirable and what is feasible stands at the crossing of many public sector issues such as cultural and ideological processes as well as regulation and economic processes operating over different space-time scales.
