The performance of the power system in response to extreme weather conditions manifests to different degrees in different regions with particular climate characteristics and with different power generation facilities. This article identifies the most vulnerable clusters of regions and assesses industrial and social damage from energy accidents caused by extreme weather. On the basis the cluster analysis of 5,380 recorded primary data about energy accidents provided by Situational Analytical Center of the Russian Ministry of Energy from 2014 to 2019, six accident groups are formed according to scale, frequency, and seasonality.
