Assuming that the identified drawbacks of PB are described as internal and external factors, simple criteria were developed to predict the fate of PB. These criteria reflect stakeholders’ decisions about PB continuation in the future. Using panel data between 2017-2022 from the Czech Republic, it appears that the selected criteria were evaluated as an upgrading process, signalling the continuation of PB. However, this does not mean abandoning the process in the case of downgrading. The results indicate a certain probability for upgrading PB to continue, while the fate of downgrading PB is indeterminate and could depend on other factors.
